Greece implements new spatial planning reform for industry and energy

Greece has implemented a major spatial planning reform through three new Special Spatial Frameworks targeting industry and supply chains, renewable energy sources, and tourism. This unified strategy aims to replace decades of fragmented planning with clear, cohesive rules for land use and investment.

Environment and Energy Minister Stavros Papastavrou stated that the reform provides legal certainty for investors while strengthening environmental protections and supporting local communities. The new framework for industry and supply chains emphasizes organized development through business parks and the regularization of informal industrial clusters, moving away from scattered production models.

The reform has drawn a response from the Greek Ministry of Foreign Affairs following claims by the Turkish Ministry of Foreign Affairs regarding the legal implications of the framework in the Aegean. Greece has dismissed these claims as “unfounded” and “unacceptable,” asserting that its sovereignty in the Aegean is based on established international treaties.
