Greece implements stricter Highway Code and traffic penalties
Greece has implemented a new Highway Code (Law 5209/2025) that introduces significantly stricter penalties for traffic violations. The new framework includes a graduated system for the revocation of driving licenses, which can result in a suspension of driving privileges for up to 10 years. License revocations are automatically recorded in police databases, and digital licenses are deactivated via the Gov.gr Wallet.
Under the new regulations, drivers now bear increased responsibility for the safety of their passengers. For instance, if a motorcycle passenger fails to wear a helmet, both the passenger and the driver face penalties; the driver may face a fine and a 30-day license suspension. Similarly, if a passenger in a car fails to wear a seatbelt, the driver faces a fine and a 20-day license suspension. Additionally, new, lower speed limits in urban areas are set to take effect on January 1, 2026.
Critics, including Nikos Antonakakis, have expressed concerns regarding the constitutionality and effectiveness of these measures, arguing that the focus on license revocation may not directly correlate with a reduction in traffic accidents.
