Greece launches MIDAS property registry, fines up to €1,000 for non‑compliance

The Greek Independent Authority for Public Revenue (AADE) will activate the new digital Property Ownership and Management Registry (MIDAS) in early July. The system obliges all roughly 7 million property owners to declare the use of each property—rental, owner‑occupied or vacant—within three months of the start of a lease or free grant. Failure to submit a declaration will attract a €500 fine; inaccurate statements made to obtain subsidies can be penalised up to €1,000, with a €100 fine for other errors.

MIDAS will create a single digital file for each property, integrating data from the E9 registry and other sources, and will use satellite imagery and AI for verification. The reform also amends the ENFIA property tax, tying assessments from 2027 to the actual floor area recorded in the electronic building identity, potentially lowering taxes for undersized properties. The Ministry of Finance’s amendment, approved by Parliament, aims to curb tax evasion, improve transparency and ensure that subsidies are granted only to correctly documented properties.

Owners will be required to check their records on the platform, correct any discrepancies and submit the necessary use declarations to avoid penalties. The next step is AADE’s final decision on technical timelines and implementation details.
