Greece's 23 billion‑euro National Development Plan 2026‑2030
The Greek government approved the National Development Plan (EΠΑ) for 2026‑2030 with a total budget of €23 billion, financed exclusively from national resources after the Recovery Fund phase ends. The programme, presented at the Athens Concert Hall by Prime Minister Kyriakos Mitsotakis, Deputy Minister of National Economy and Finance Nikos Papathanasis and Finance Minister Kyriakos Pierrakas, will be implemented through 20 sectoral, 13 regional and 4 special programmes.
Funding will double the public‑investment capacity compared with the 2019‑2025 period: national resources have risen from €1.8 billion in 2019 to €3.3 billion in 2026 and are projected to reach €4.2 billion by 2030. Of the €23 billion, €5.8 billion is earmarked for completing projects from the previous programming cycle, while the remainder supports new investments in infrastructure, transport, climate‑related protection, green growth, digital transformation, innovation and social cohesion. The plan stresses that development should reach “every corner” of the country, requiring close cooperation between the central government and the 13 regions.
The initiative aims to strengthen competitiveness, improve regional connectivity, modernise public services and support entrepreneurship, positioning Greece for convergence with the rest of the EU by 2030.
