Greece launches 72‑installment plan for old social‑security debts
Under article 22 of law 5313/2026, Greece introduces an emergency scheme allowing debtors to repay outstanding contributions to e‑EFKA and other social‑security funds in up to 72 monthly installments. The program applies only to debts accrued up to 31 December 2023 that were not already under a repayment arrangement on 21 April 2026. Applications can be submitted electronically through the Center for Collection of Insurance Debts (KEAO) until 31 December 2026. The minimum monthly payment is €30 and the interest rate is set at 5.5%, lower than the standard 8.5% for non‑restructured debt. The measure targets a pool of borrowers whose total arrears total about €52 billion, with roughly 70 % owing up to €15 000. Compliance pauses enforcement actions such as seizures, while missing two consecutive payments or defaulting on current obligations cancels the arrangement and reactivates collection measures.
