Greece launches digital Disability Card system through new law

A new draft law from Greece's Ministry of Social Cohesion and Family, open for public comment until 10 July, establishes a digital ecosystem for people with disabilities. All steps—from disability certification to the issuance of a Disability Card and the allocation of benefits—will be handled via the National Disability Portal (gov.gr), operated by e‑EFKA under the Ministry of Labour and Social Security.

The system comprises three subsystems: an electronic application for certification, an electronic medical report incorporated into the e‑Health record, and an electronic medical evaluation by health committees. Personal data will be automatically retrieved from the citizen registry, tax registry and other public databases, markedly reducing the need for paper documents.

Eligibility for the Disability Card includes individuals with an active disability certification, recipients of disability benefits or pensions, and those with a total disability rating of at least 50 %. The card will serve as a single proof of identity and disability status for all public authorities and private service providers. For persons not yet listed in the Digital Registry of Persons with Disability, the card will be issued through the Benefits Registry with a two‑year validity. The new Digital Registry will store detailed information on certifications, disability percentages, medical conditions, and benefit entitlements.
