Greece launches MIDAS property registry with fines up to €1,000 and ENFIA reform

The Greek government will activate the new Property Ownership and Management Registry (MIDAS) in early July, covering more than 7.1 million property owners. Owners, landlords and tenants must submit a usage declaration within three months of a lease or free transfer; failure to do so results in a €500 fine, while providing false data that is used for subsidies or rent refunds can attract a €1,000 penalty.

From 2027, the ENFIA property tax will be recalculated using the actual building area recorded in the Electronic Building Identity (E‑ID), replacing the current reliance on cadastral and title data. The reform aims to create a comprehensive digital database for every property and its use, tightening oversight and improving tax accuracy.
