Greece property registry MIDA faces implementation delays
The implementation of the Property Ownership and Management Registry (MIDA) in Greece is facing significant delays, potentially pushing its completion beyond 2026. The project aims to create a unified digital folder for all types of real estate, including residences, commercial spaces, and agricultural plots, consolidating data such as square footage, utility provisions, and legal or urban planning issues.
Technical and functional difficulties have emerged due to discrepancies between various public databases. Investigations by the Independent Authority for Public Revenue (AADE) and the Land Registry revealed that data for the same properties often do not match. Specifically, the 11-digit ATAK code used in E9 tax forms does not automatically correspond to the 12-digit KAEK used by the Land Registry or the data held by the Hellenic Electricity Distribution Network Operator (DEDDIE).
These inconsistencies include conflicting information regarding property areas, rights, and usage descriptions. The issue is further complicated by joint ownership, transfers, inheritances, and outdated records. The lack of system interconnection and the use of outdated databases by various public agencies and local authorities are cited as the primary causes of these discrepancies.
