Greece proposes ban on systematic bed subletting in residential apartments

The Greek Ministry of Citizen Protection is developing a new legislative framework to prohibit the systematic subletting of individual beds or sleeping positions within residential apartments. The regulation aims to combat the rise of informal “dormitories,” a phenomenon particularly prevalent in large urban centers like Attica.

Under the proposed rules, violators could face administrative fines of up to 10,000 euros and the potential temporary or permanent sealing of the properties. The measure seeks to address risks to public health and safety, prevent tax evasion, and curb unfair competition caused by properties operating without meeting health, urban planning, or tourism standards.

To identify a violation, authorities will look for at least three cumulative criteria, such as the frequent rotation of occupants, the provision of sleeping infrastructure like beds or mattresses for compensation, and the use of the property in a manner suggesting mass accommodation. Legally licensed tourist accommodations and certain short-term rentals are excluded from these specific restrictions.
