Greece proposes European Emergency Mechanism for migration crises

Greek Minister of Migration and Asylum Thanos Plevris has presented a proposal for a European Emergency Mechanism to the EU Council of Interior Ministers. The mechanism is designed to provide an immediate response to sudden and massive increases in migration flows that exceed current management capacities.

Key features of the proposal include an initial implementation period of up to 30 days and a set of emergency operational measures. These measures involve strengthening border security, accelerating migrant returns, and a temporary suspension of asylum procedures for individuals entering a country illegally during a crisis period.

Activation of this special legal framework would require both quantitative and qualitative criteria. Quantitative triggers include a rapid change in arrival numbers, such as a doubling of weekly or biweekly arrivals in a specific border zone. Qualitative triggers include the exhaustion of 100% of local reception and identification capacity within 48 to 72 hours, or evidence of organized migration exploitation.

While the European Union has not yet approved or decided on the establishment of this mechanism, the Ministry of Migration and Asylum reports that European Commission President Ursula von der Leyen has reportedly accepted the proposal. The proposal has also received support from several other countries.
