Greece proposes new tax regulations for real estate and monastic property

The Greek Ministry of National Economy and Finance has introduced new legislative proposals currently under public consultation that impact real estate taxation and transactions.

One provision aims to facilitate real estate sales for entrepreneurs and managers who hold personal liability for corporate tax debts. Under the proposed law, such individuals may be able to sell personal property without the tax authorities withholding a portion of the sale price for corporate liabilities, provided four specific conditions are met. This seeks to resolve issues where corporate tax debts previously blocked the issuance of tax clearances for personal assets.

Additionally, the proposed multi-law bill designates the Church of Greece as the liable entity for the E9 property declaration and ENFIA (Unified Real Estate Ownership Tax) regarding specific categories of monastic property. This applies to properties under the direct administration and management of the Ecclesiastical Central Financial Service (EKYO). While the ownership may remain with the monasteries, the Church of Greece will be responsible for the tax filings and payments for these assets. The measures do not establish a new tax but clarify existing obligations for this specific category of ecclesiastical property.
