Greece: Rising renewable energy insurance costs and investment gaps
Data from the Association of Insurers of Greece (EAAE) indicates that while the frequency of insurance claims for renewable energy projects (RES) decreased in 2025, the average cost per claim rose significantly. Claims dropped from 924 in the previous year to 426, with frequency falling from 14% to 6.6%. However, the average cost per claim increased by approximately 61%, rising from 5,423 euros in 2024 to 8,755 euros in 2025. This trend is notable as Greece's photovoltaic capacity reached 13.8 GW in July, exceeding 2030 targets.
Separately, a study by the Center for Liberal Studies (KEFIM) highlights a structural gap in Greek capital investment. Greece's gross fixed capital formation remains 4.4 percentage points below the EU-27 average. While public investment aligns with European levels, the deficit is driven by the private sector, particularly in housing, construction, and intellectual property (R&D).
