Greece: Renovation permit requirements and regulations

Property owners in Greece are increasingly undertaking home renovations to utilize various state-subsidized programs. To avoid fines and work stoppages, it is essential to distinguish between different types of construction permits.

Small-scale construction approval (EEDMK), governed by article 29 of Law 4495/2017, is intended for low-risk interventions. This includes internal reconfigurations like removing walls, changing the position of electromechanical or plumbing installations, and modifying external window frames. These permits are applicable only if the work does not affect the building's structural integrity, increase its volume, or change its intended use.

In contrast, a standard building permit is required for more significant projects, such as new constructions, structural additions, major structural reinforcements, or changes in property usage. Incorrectly categorizing renovation work can lead to immediate legal consequences and penalties for unauthorized construction.
