Greece to debate Foreign Direct Investment bill in Parliament

The Greek Parliament is set to debate a bill introduced by the Ministry of Development to establish a special framework for Foreign Direct Investment (FDI). The legislation aims to provide targeted investment incentives for projects funded by non-domestic capital and to streamline the processes for evaluation, approval, monitoring, and completion.

Targeted sectors for state aid include manufacturing, research, applied innovation, artificial intelligence, biotechnology, defense and aerospace, logistics, health, and social welfare services. The proposed incentives include tax exemptions, expedited licensing within two months of full application submission, loans guaranteed by the Hellenic Development Bank, and facilitated residence permits for project implementation.

Eligible investment projects must have costs ranging from €10 million to €50 million. To ensure the proportional distribution of public resources and compliance with state aid frameworks, the total aid per project is capped at €20 million, with cumulative limits of €20 million and €50 million for affiliated or connected enterprises.
