Greece to implement new grid connection rules for data centers

The Greek Ministry of Environment and Energy (YPEN), in collaboration with ADMIE and DEDDIE, is preparing a new regulatory framework to manage connection requests for data centers. Expected to be implemented in September, the new rules aim to prioritize mature, capital-intensive investments over opportunistic players who occupy grid capacity without immediate implementation plans.

To ensure that limited electrical capacity is allocated to projects with the highest probability of completion, the ministry is considering strict financial and administrative criteria. These may include requirements for high-value bank guarantees, proof of environmental permits, or secured land leases at the application stage.

The initiative seeks to prevent the emergence of a secondary market where connection licenses are traded as commodities rather than used for actual infrastructure. Additionally, the regulation may allow for bypassing strict chronological priority in saturated areas to prevent grid congestion from stalling the broader digital and energy transition.
