Greece to implement major real estate and income tax reforms in 2027
Greece is set to implement significant real estate and income tax reforms starting in 2027. For non-EU and non-EEA citizens, the property transfer tax for residential real estate is expected to rise from 3% to 15%, a move aimed at regulating demand from third-country nationals. This change could significantly increase costs for buyers, such as Macedonian citizens without long-term residency status.
Domestically, the reforms offer a “double relief” for many Greek property owners. The ENFIA tax will be abolished for primary residences located in small settlements with populations up to 2,000 (and up to 2,200 in Western Macedonia), provided the property value does not exceed 400,000 euros. This measure is expected to benefit over 592,000 owners.
Additionally, a new tax scale for rental income will be introduced. For those earning more than 12,000 euros annually from rentals, a new intermediate tax rate of 25% will be implemented to prevent sharp tax jumps. The reforms also include measures for self-employed professionals, with some seeing tax reductions of up to 3,300 euros, and updates to digital property registries to improve tax accuracy.
