Greece to overhaul municipal fee collection with new 2028 system

The Greek Parliament passed a new Local Government Code that will let municipalities collect cleanliness and lighting fees directly, ending the practice of billing through electricity providers. The reform, supported by Interior Minister Theodoros Livanios, requires a presidential decree and approval from the Central Union of Greek Municipalities before it can be implemented. The system is slated to become operational in 2028 after a reliable information platform is built, allowing annual billing, electronic payment options and instalments of up to twelve months.

In addition to the fiscal changes, the code modifies the municipal election threshold: a winning list that secures less than 42% of the vote will receive a slightly reduced majority in the council, making the composition more proportional and strengthening opposition representation.
