Greece to overhaul property tax and public spending tracking with digital building IDs from 2027

From the 2027 fiscal year, Greece will modify the calculation of the ENFIA property tax by incorporating the Electronic Building Identity (EBI). The EBI will supply the actual usable floor area of a property, allowing tax assessments to reflect the true size and use of each building. Declarations based on outdated cadastral or title data that overstate area will be corrected, and past assessments will not be penalised if the EBI shows a smaller surface.

In parallel, the Ministry of Finance will assign a unique 14‑digit digital identity to every ministry, agency and administrative unit that handles state funds. This coding system will map each public expenditure to the specific body responsible, extending down to general directorates and departments. The reform aims to improve fiscal transparency, reduce administrative ambiguity and strengthen budgetary control across the public sector.
