Greece to reform 1929 property laws for apartment buildings

Greek Justice Minister Giorgos Floridis has announced a major overhaul of the legal framework governing horizontal ownership, replacing regulations that have been in place since 1929. A committee has been formed to draft a new bill, which is expected to be submitted by the end of the year for a vote in January.

The reform aims to modernize how decisions are made within apartment buildings and common properties. To prevent individual owners from blocking essential building works and interventions, the new law will introduce simple majority rules in several cases. The legislation also seeks to resolve property legalization issues, particularly in Thessaly and northern regions, where uncertified properties cannot currently be transferred.

Additionally, Floridis addressed the ongoing legal proceedings regarding the Tempi train tragedy. He claimed there were efforts to delay the trial to keep the matter within the realm of political debate, noting that the Greek justice system completed the investigation and administration of the case within three years.
