Greece to Separate Municipal Fees from Electricity Bills by 2028

The Greek government approved amendments to Law 5314/2026 that will detach municipal fees, amounting to about €1 trillion a year, from household electricity bills starting in 2028. The change aims to improve the flow of revenue to local authorities and introduces the option of an alternative public collection agency, with the Public Revenue Authority (AADE) expected to play a role in the new system. The legislation caps the collection agency’s fee at 5% of the amount collected and sets out procedures for billing, payment plans and data sharing.

Currently, municipal charges represent roughly 40% of municipalities' total fee and levy income and are embedded in electricity bills, which also include regulated network charges, utility fees and taxes. After the reform, electricity bills will reflect only energy‑related costs while municipalities will receive payments through a separate mechanism, raising concerns about possible collection gaps and the need for new enforcement tools.
