Greece to Separate Municipal Fees from Electricity Bills Starting 2028
The Greek government plans to change the way municipal fees are collected. Under the draft Local Government Code discussed in the Parliament on 26 June 2026, Interior Minister Theodoros Livanios proposed a legal amendment that will allow municipalities to receive fees directly, ending the practice of bundling them with electricity bills.
The new system, modeled on the ENFIA property tax, will send electronic payment notices to property owners, who can then pay in up to twelve monthly installments. The change does not affect the amount of the fees, only the collection method. Implementation is set for 1 January 2028 to give municipalities and related agencies time to prepare the required technical infrastructure.
The reform aims to satisfy long‑standing requests from both local authorities and energy providers for a separate, autonomous collection channel.
