Greece updates tax residency rules for foreign retirees
The Independent Authority for Public Revenue (AADE) has introduced updated regulations and timelines for foreign retirees seeking to transfer their tax residency to Greece. Under this special regime, qualifying individuals can benefit from a 7% flat tax rate on their foreign-sourced income for up to 15 tax years.
Key changes include an extension of the application deadline, which has moved from March 31 to October 31. This provides applicants with additional time to initiate the process. Furthermore, the new rules decouple the initial application from the submission of the full documentation file; applicants may now submit their application by the October deadline and provide all necessary supporting documents by November 30.
To qualify, applicants must not have been tax residents of Greece for five of the six years preceding their move. The tax residency must be transferred from a country that has an existing administrative cooperation agreement with Greece.
Applications are processed by regional Tax Procedure and Service Centers (KEFODE). KEFODE Attica handles residents in the Attica region and specific islands, while KEFODE Thessaloniki manages the rest of the country. Authorities are required to review applications within 60 days, with a final decision deadline set for the last working day of December. To date, over 1,700 applications have been filed, with approximately 1,000 approvals granted.
