EU adopts 21st sanctions package against Russia
The European Union Council approved its 21st sanctions package against Russia on 23‑24 July 2024. The package comprises 218 measures, targeting 48 individuals and 170 entities, including more than 100 banks and 40 vessels of Russia's shadow fleet. It also freezes the automatic increase of the G7 oil‑price cap on Russian crude until 15 July 2027.
Greece secured a 12‑month renewable exemption that allows EU companies to transport Russian LNG, after threatening to veto the package unless the exemption for the Greek shipping firm Dynagas was granted. The sanctions also place 18 crypto firms, such as HTX, on a transaction‑ban list (without asset freezing) and add 17 other platforms, including Rapira and WhiteBird.
In retaliation, China added 14 European defence and high‑tech firms—including Germany's Rheinmetall, Poland's Vigo Photonics, the Czech Tatra Trucks and Italy's Lafert—to its export‑control list, citing alleged dual‑use component supplies to Russia.
