Greece's constitutional amendment first vote falls short of supermajority
The Greek Parliament held its first nominal vote on a proposed constitutional amendment on 27 July 2024. The governing New Democracy (ND) party secured a majority for its proposals, but the results were well below the 180‑vote threshold required to adopt changes to the Constitution.
Deputy Prime Minister Dora Bakoyannis voted “present” on Article 30, which seeks to limit the President of the Republic to a single one‑year term. Article 30 received 158 votes in favour, 94 against and 39 present, and similar vote totals (158‑161 in favour) were recorded for other articles. Three MPs – former prime minister Antonis Samaras, Marios Salmas and independent Ioannis Kontis – were absent.
Because the supermajority was not reached, the amendment process moves to a second vote scheduled for the end of August, when a broader parliamentary composition will be required to achieve the necessary 180 votes.
