Greece’s digital transformation praised internationally while SMEs lag

EU data shows that Greek small and medium‑sized enterprises are falling behind in digital adoption. In 2025 only 55.9% of Greek SMEs reached a basic level of digital intensity, compared with 71.4% across the EU, and just 5.9% achieved a very high digital intensity score versus 9.1% EU‑wide. Adoption of AI, cloud computing and data analytics is also low – AI use stands at 8.9% for Greek firms, half the EU average, while cloud adoption is 21.3% versus 46.7% EU.

At the same time, Greece receives strong international recognition for its overall digital transformation. OECD’s Digital Government Outlook 2026 rates Greece above the OECD average in public‑sector digitalisation, and the European Commission’s Digital Decade 2026 Report notes 99.5% 5G coverage, FTTP reach of 59.8%, and rapid expansion of high‑capacity networks. Flagship projects such as the “Pharos” AI Factory, the Hellenic Microchip Competence Centre and a growing digital hub role in Southeast Europe underline the country’s progress, even as SME lag threatens broader productivity gains.
