Greece electricity market weighed down by €3 billion unpaid bills
The Greek retail electricity market faces nearly €3 billion in overdue consumer payments as of 31 December 2025, according to the Regulatory Authority for Waste, Energy and Water (RAAEΥ). Total non‑performing debt reaches €2.98 billion, with about €1.53 billion – more than half – attributed to customers who have switched suppliers, a phenomenon termed “energy tourism”.
The unpaid balances increase credit risk for supply companies, strain their liquidity and raise the overall cost of electricity procurement. Roughly 2.9 million connections (about half of the 7.2 million nationwide) show overdue accounts, affecting households, small businesses and larger commercial users alike. Over 50 % of the total arrears are linked to former customers who left their previous supplier, creating a difficult recovery challenge for the remaining providers.
Government announcements in spring 2024 proposed amendments to the Supply Code to curb the practice, but the reforms have not yet been implemented, leaving the sector to manage the growing exposure on its own.
