Greece’s New Property Code Overhauls Apartment and Condominium Rules

The Greek Ministry of Justice is preparing a new Property Code that will consolidate existing regulations and introduce modern rules for the use, alteration and energy upgrading of apartments, condominiums and shared spaces. Key provisions include the ability to split a large apartment into two independent units—or merge two units— even when a building’s internal regulations forbid it, provided technical and urban‑planning criteria such as separate utilities, adequate lighting, ventilation and structural safety are met.

The code also streamlines approvals for energy‑related works, encouraging external thermal insulation, replacement of heating systems, installation of photovoltaic panels and heat‑pump units. All interventions will still require technical studies and the appropriate permissions, and the current legislation remains in force until the new code is formally enacted.
