Greece's OSDE 2026 amendment lifts tax‑document requirement, introduces penalties

A new amendment approved by the Greek Parliament modifies the framework for the OSDE 2026 Unified Application for Agricultural Supports. Effective from the upcoming Monday, the amendment removes the requirement for beneficiaries to provide tax and social‑insurance certificates for payments up to €10,000 and for a range of support measures, including area‑based, livestock, and special EU programme assistance, as well as de‑minimis aid under EU Regulation 1408/2013. The changes also cover beneficiaries of the Youth Farmer Installation measures under the Strategic Plan for the Common Agricultural Policy (2023‑2027) and the Agricultural Development Programme.

The amendment introduces sanctions for violations during application submission. Simple breaches may incur fines of €5,000‑20,000 per violation and a temporary ban of up to two years from filing further applications. More serious violations can attract fines of €20,000‑50,000 and possibly a permanent ban. The Independent Authority for Public Revenue (AADE) will enforce these penalties. The AADE system for processing Unified Applications is already prepared to receive submissions starting Monday.
