Greece's unpaid electricity bills total €2.98 billion in 2025

Unpaid electricity bills in Greece remained at a record level of €2.98 billion in 2025, a 12.2% drop from the previous year but still far above the annual property tax (ENFIA) amount. More than half of the outstanding debt (€1.525 billion) is linked to "old debtors" – consumers who have left their supplier, creating a practice known as "energy tourism" where debts are shifted to successive providers.

The hidden cost of these arrears falls on regular, paying customers, limiting the ability of electricity suppliers to offer more competitive tariffs and undermining market competition, according to industry officials and the Regulatory Authority for Energy (RAAE).
