Greek Fiscal Council pre‑election cost assessment party proposals €50 million threshold voluntary participation

For the first time, the Greek Fiscal Council (Ελληνικό Δημοσιονομικό Συμβούλιο) will evaluate the fiscal cost of political parties' pre‑election proposals. Participation is voluntary; each party may submit, through an authorized representative, up to ten measures once, between 1 November 2026 and the deadline 120 days before the election. The Council will give priority to proposals whose estimated annual fiscal impact exceeds €50 million. After a party’s request is verified, the Council will publish only the total number of proposals submitted, not their contents. Full cost estimates will be released only if the party gives written consent, and no results will be disclosed in the month immediately preceding the vote. Large infrastructure projects, defence procurements and measures whose effects are mainly indirect macro‑economic will be excluded or examined only exceptionally. The methodology follows the European Commission’s definition of fiscal cost and will be supported by data from AADE, the General Accounting Office, e‑EFKA, ELSTAT and other relevant authorities.
