Greek government faces criticism over largest public cloud contract

The Institute of Alexis Tsipras (INAT) has raised nine critical questions about the Greek government's plan to sign the largest cloud‑computing contract in the history of the public sector. The deal would move sensitive registries—including the Electronic Prescription system, the Health File and pension‑payment data—to Microsoft Azure. INAT warns that the current central contract expires on 31 July 2026, while the consultation on the successor contract ends on 5 August 2026, creating a gap that could leave key digital services without contractual support.

Funding for the project is shifting from the EU Recovery Fund to a permanent line in the national Public Investment Programme, but the agreement lacks a fixed asset, an exit clause and a published cost comparison with alternative solutions. INAT also criticises the fast‑track, “photo‑process” consultation that appears to have pre‑selected the contractor, raising concerns about safety, cost‑effectiveness and continuity plans.
