Greek Local Government Code 5314/2026 raises appeal delays and municipal staff job security worries

The new Greek Local Government Code (Law 5314/2026) is prompting concerns among municipal officials and employees. Mayor Christos Eleftheriou of Servia warned that the abolition of the special Article 152 committee and the transition to a new General Legality Supervision Service could lengthen the time needed to examine appeals against local government decisions, raising doubts about the courts' capacity to handle the expected increase in cases.

In the islands of Chania, Apokoronas and Kissamos, the Municipal Employees Union has sought guarantees for the continuity of social‑service structures funded by ESFA and for the job security of staff. The union highlighted pending cases involving four female workers, preschool teachers and other personnel, urging municipal authorities to secure indefinite contracts and to protect the funding and operation of these services while awaiting clear guidance from the Ministry of Interior.

Both groups call for clearer implementation rules to avoid prolonged legal disputes and to safeguard public‑service delivery under the new code.
