Greece Constitution Revision Committee Ends Work on Public Employee Evaluation

On 15 July, the Greek parliamentary Committee on Constitutional Revision concluded its deliberations on two key proposals from the ruling New Democracy party. The amendments target article 102, granting local government bodies the ability to set up to two levels of self‑government, impose local taxes and ensure fiscal balance, and article 103, introducing mandatory, two‑way performance evaluations for public servants with rewards, penalties and possible dismissal.

The committee’s final vote is non‑binding but will be forwarded to the plenary (Oλομέλεια) for two separate votes: the first to confirm the need for revision, and a second, scheduled for the last week of August, to adopt the changes with a required 151‑member majority. Parties opposed to the reforms, including SYRIZA, KKE, and parts of PASOK, have signalled ‘no’ votes, while New Democracy members voted ‘yes’. The outcome will shape Greece’s public‑sector accountability and local‑government financing.

The committee’s report, reflecting 15 sessions and public livestreams, will be presented to the Speaker of the Parliament, Nikitas Kaklamanis, before the plenary debate set for the coming week.
