Guadalajara legislators debate water quality discounts

In Guadalajara, Jalisco, local legislators are debating water quality issues and the distribution of utility discounts. Deputy Itzul Barrera of the Morena party requested that the water operator, SIAPA, include 92 additional neighborhoods in a program offering an 80% discount on water bills due to poor water quality. Barrera criticized SIAPA for submitting a list of only 203 neighborhoods, arguing the list should have expanded upon the findings of the Jalisco State Human Rights Commission (CEDHJ) rather than decreasing them.

Despite the proposal, the motion from Morena and its allies failed in a narrow 18-17 vote. However, Gabriela Cárdenas, president of the Finance Commission, clarified that the list of 203 neighborhoods is not exhaustive. Residents in other areas experiencing poor water quality or shortages can still apply for the 80% discount by filing reports directly with SIAPA or the CEDHJ. The 203 neighborhoods on the official list will receive the discount automatically on their bills without requiring additional paperwork.
