Guanajuato commission seeks migrant protections and opposes U.S. enforcement tactics

The Migrant Attention Commission in Guanajuato, Mexico, has approved consultation projects for children and persons with disabilities to gather input on reforms to the state's Migrant Protection and Care Law. These reforms focus on gender violence prevention, substantive equality, and inclusive language.

Additionally, the commission is seeking to urge the Mexican Ministry of Foreign Affairs to strengthen legal assistance and consular protection for Mexicans in the United States. Specifically, they are requesting diplomatic efforts to ask U.S. authorities to refrain from using electric shock devices, such as ‘Trax gloves,’ during immigration enforcement by Immigration and Customs Enforcement (ICE). The commission is also considering reporting the use of such devices to the United Nations Committee against Torture.

In the United States, 34 California cities, including Los Angeles and Orange County, have declared they will not assist ICE in anti-migrant operations. This stance follows increased federal funding for immigration enforcement. Guanajuato legislator Yesenia Rojas Cervantes noted that these enforcement policies have contributed to the deaths of at least three migrants from Guanajuato in 2026.
