Guanajuato legislator proposes first Mental Health Law
Deputy Sergio Contreras has introduced the first Mental Health Law initiative in Guanajuato, aiming to establish a state model for comprehensive care. The proposal seeks to transition from administrative instruments to a legally established framework that includes promotion, prevention, timely detection, psychological and medical attention, crisis intervention, and psychosocial rehabilitation.
Contreras noted that current public policies are insufficient to meet population needs, citing challenges such as social stigma, discrimination, and a lack of resources. He highlighted that only 2% of the total health budget in Mexico is currently allocated to mental health, which impacts the availability of financial, material, and human resources necessary to protect the rights of those affected.
