Guanajuato legislature debates electoral rules and executive powers

In Guanajuato, Mexico, electoral counselor María Concepción Aboites Sámano has called on the local Congress to establish clear legislation regarding affirmative action. This follows a ruling by the State Electoral Tribunal of Guanajuato (TEEG) that nullified measures previously approved by the State Electoral Institute (IEEG) intended to guarantee representation for priority groups, including migrants, indigenous people, persons with disabilities, and the LGBT community.

Separately, the Commission of Governance and Constitutional Points has approved a reform aimed at preventing the state Executive from stalling approved laws. Under the proposed change, if the Governor fails to publish a law or provide observations within ten days, the local Congress will have the authority to order its immediate publication in the Official Gazette. The initiative, presented by Deputy María Eugenia García Oliveros, seeks to ensure that legislative decrees do not remain indefinitely archived in government offices.
