Guano mayoral candidate Rafael Escudero warns of budget crisis

Rafael Escudero, candidate for the mayoralty of Guano under the Minga Lista 100 alliance, has warned that the current municipal budget of 16 million dollars is insufficient to address the canton's historical debt in basic services.

To address these financial constraints, Escudero plans to prioritize international cooperation and non-reimbursable funds. His platform includes high-impact tourism projects, such as the construction of an ‘Aerovía’ in the Los Helenes sector. He also intends to petition the United Nations to declare the route of the last ice harvester, Baltazar Ushca, a Natural World Heritage site to drive infrastructure improvements.

Regarding public services and security, Escudero proposed forming a commonwealth with the municipality of Riobamba to resolve water and sanitation issues in border neighborhoods like El Rosal. To combat crime, he suggested a coordinated effort involving the Special Operations Group (GOE), the National Police, and local neighborhood empowerment.
