Guardia Civil agent testifies in Inipro corruption trial

A Guardia Civil agent testified during the Inipro case trial at the Provincial Court of Tarragona, alleging that employees contracted by Inipro were actually performing cyber-activism for former mayor Josep Fèlix Ballesteros.

The witness stated that analyzed emails suggest Gustavo Cuadrado directed a group known as ‘ciberactivisme Ballesteros,’ which included employees Alejandro Caballero, Cecilia Mangini, and Mario Burzuri. According to the testimony, Mangini sent daily reports regarding their social media activities to Cuadrado.

Furthermore, the officer testified that communications between the manager of the Municipal Institute of Social Services of Tarragona (IMSST) and representatives from Itinere and Inipro revealed the exchange of budgets, specifications, and models prior to the formal bidding process. The agent noted that the two companies competing for the contract submitted offers containing identical spelling errors, suggesting the bids may have been prepared by the same individual to provide a veneer of legality to the adjudication.
