Guatemala Congress approves temporary fuel tax exemptions

The Guatemalan Congress has approved Decree 22-2026, which implements a temporary tax exemption on fuels to mitigate rising costs caused by international market volatility. The measure suspends both the Value Added Tax (IVA) and the Petroleum Distribution Tax (IDP) for regular gasoline, superior gasoline, diesel, and gas oil.

This exemption is set to remain in effect until December 31, 2026. To ensure the benefits reach the public, the law mandates that the full reduction must be passed directly to the final consumer at the pump. Electronic invoices must detail the fiscal benefit per gallon, and authorities including the Superintendencia de Administración Tributaria (SAT) and the Ministry of Energy and Mines will oversee compliance and implement sanctions for non-compliance.

Estimates suggest the tax relief could reduce regular gasoline prices by approximately Q9.10 per gallon, superior gasoline by Q9.41, and diesel by Q6.34. The total fiscal impact of this measure is estimated to be around 3,000 million quetzales.
