Guatemala Constitutional Court deadlocked on USAC rector appointment, resolution unsigned

Three of the five magistrates of Guatemala's Constitutional Court voted to revoke the protective orders that have blocked Walter Mazariegos from taking office as rector of the Universidad de San Carlos (USAC). The majority argued the amparos were illegitimate and that ordinary legal avenues had not been exhausted. However, the decision remains unsigned because the court president, Annabella Morfín, and magistrate Astrid Lemus oppose it, leaving the appointment in limbo.

Mazariegos' re‑election to the university’s top post has been contested since May, with prior rulings suspending the vote over irregularities in voter registration and election procedures. Protests and political pressure have accompanied the legal fight, and the unresolved status threatens the credibility of both the university and the nation's highest constitutional body.
