Guatemala enacts General Law of the National Port System

Guatemalan President Bernardo Arévalo has sanctioned Decree 20-2026, known as the General Law of the National Port System. The law establishes a legal framework for the organization, regulation, planning, development, administration, and supervision of the nation's port system.

The legislation aims to ensure efficient, safe, competitive, and sustainable operations. It defines the competencies of the governing authority and outlines the rights and obligations of both public and private actors within the system. Additionally, the law sets procedures for developing port infrastructure and superstructure, providing commercial and logistical services, and supporting port-related activities.

Under the decree, the maintenance, construction, and expansion of port facilities are declared matters of national interest and public utility to support economic and social development. The law, which was approved by more than two-thirds of the Congress of the Republic, will enter into force 30 days after its publication.
