Guatemala Ministry of Education sets safety rules for civic torch processions
Guatemala’s Ministry of Education (Mineduc) has issued specific safety guidelines for educational institutions participating in traditional civic torch processions to mark the 205th anniversary of Independence.
To ensure student safety, the ministry requires written authorization from parents or guardians for all participating students. Schools must maintain updated registries of these permissions and ensure students remain under constant supervision by teachers or responsible staff while wearing identification. The guidelines strictly prohibit students from handling or transporting flammable materials or fuel; instead, the lighting and replenishment of torches must be managed by adults.
Educational centers are instructed to plan routes within their local areas to minimize risk and must account for weather conditions, including heatwaves, rain, or seismic activity. Schools are also required to provide safe transportation, first aid kits, and hydration. Education Minister Anabella Giracca called for celebrations to be conducted with respect for Guatemala’s diverse cultural heritage—including Maya, Garífuna, Xinka, and Mestizo populations—while emphasizing a commitment to non-violence and environmental responsibility.
