Guatemalan company linked to Alejos sought GTQ 94M security contract
Localiza Monitoring Services, S. A. attempted to secure a contract worth approximately GTQ 94.3 million to provide private security for 31 facilities of the Guatemalan Social Security Institute (IGSS). Although the tender required 416 armed and accredited agents, records from the General Directorate of Private Security Services (DIGESSP) indicated the company had only four agents with valid credentials between March and August 2026.
The contract award was only prevented by the intervention of the IGSS Board of Directors. The proposed amount was significantly higher than other bidders, exceeding the next lowest offer by over GTQ 36 million.
Investigations have linked the company to the circle of Gustavo Alejos Cámbara, the former private secretary to the Presidency during the Álvaro Colom administration, who was convicted in the ‘Negociantes de la Salud’ case for manipulating IGSS public contracts. Records show the sons of Alejos Cámbara were associated with Localiza in social security employer records between 2021 and 2023. Additionally, Localiza shares a legal representative, address, and telephone number with Trade & Investment, S. A.
