Guatemala's Arévalo administration advances infrastructure and cabinet shifts

The administration of President Bernardo Arévalo is pursuing significant infrastructure transformations in Guatemala, focusing on communications and freight transport. Key initiatives include expanding port capacities and developing an interoceanic rail project. A proposed government agreement regarding the Santo Tomás port regulations could allow private investment from Dubai Ports World, potentially enabling the construction of terminals in both the Caribbean and Puerto Quetzal to double national cargo capacity. This development is supported by cooperation with the United States, whose military engineers are assisting with Puerto Quetzal expansions and rail planning.

Parallel to these infrastructure goals, the Arévalo administration has experienced notable political shifts within its cabinet. Since taking office in January 2024, at least seven ministries have seen changes in leadership due to resignations, dismissals, or restructurings. Recent transitions include changes in the Ministries of Energy and Mines and Culture and Sports, with a leadership change at the Ministry of Environment and Natural Resources also announced for September.
