Guatemala's new Attorney General Gabriel García Luna orders dissolution of FECI

Gabriel Estuardo García Luna took office as Guatemala's Attorney General and head of the Ministerio Público on 17 May 2024. In his first press conference he announced the immediate liquidation of the Fiscalía Especial contra la Impunidad (FECI), describing it as an "arma de terror" that had become a tool for political persecution. García Luna said the agency would be audited and its cases reviewed to discard fabricated prosecutions and to reopen genuine corruption investigations.

He pledged to conduct investigations based on evidence and law, ending selective prosecutions and restoring confidence in the justice system. The new chief outlined priorities such as extortion, homicide, corruption, drug trafficking, human trafficking and gang crime, and promised to strengthen litigative capacity of prosecutors. President Bernardo Arévalo welcomed the move, calling it an end to the “seizure” of the Ministry by criminal networks, and the Organization of American States praised the appointment, urging an end to the instrumentalisation of criminal law.

The independent panel PEI‑GT also expressed expectations that the reform will rebuild public trust and ensure impartial, transparent justice for Guatemalans.
