Guddu Power Plant rehabilitation to restore 297MW capacity

The Pakistani government has launched an international competitive bidding process for the rehabilitation of Steam Turbine-16 (ST-16) at the Guddu 747 MW Power Plant. The project aims to restore 297 MW of generation capacity following a fire in July 2022 that left the turbine out of service.

Currently operating in open-cycle mode with an output of approximately 450 MW, the plant is expected to return to its full combined-cycle capacity of 747 MW upon completion. The rehabilitation is structured as an engineering, procurement, and construction (EPC) turnkey project.

Economic benefits include a projected reduction in generation costs from Rs13.87 to Rs9.68 per unit, a saving of Rs4.19 per unit. This cost reduction is expected to improve the plant's position in the dispatch merit order from 11th to approximately 7th. The project is targeted for commissioning by December 2028, with a bid submission deadline of October 7, 2026.
