Guernsey and Barbados officials pursue sentencing guideline reforms

Government officials in Guernsey and Barbados are pursuing reforms to their respective sentencing guidelines.

In Guernsey, Home Affairs President Marc Leadbeater confirmed that an independent review of sentencing is a priority. The review aims to take a holistic approach to justice and will include a public consultation to gather views. Leadbeater noted that while the committee is identifying parameters and costs, sentencing remains a matter for the courts, and the committee will not comment on specific cases.

In Barbados, Minister of Legal Affairs and Criminal Justice Michael Lashley has advocated for tougher sentencing guidelines, specifically targeting firearm and sexual offences. During a debate on the Penal System Reform (Amendment) Bill, Lashley argued that firearm possession should often warrant custodial sentences rather than fines. While supporting these guidelines, he emphasized that judges must maintain their independence and discretion. Lashley also proposed increasing the presence of crime victims and their dependents within the sentencing process.
