European defense leaders urge shift from political goals to concrete security actions

European defense and security leaders are emphasizing the need to transition from political commitments to concrete military and strategic capabilities. Italian Defense Minister Guido Crosetto and EU High Representative Kaja Kallas met in Rome to discuss strengthening Operation ASPIDES, which aims to secure commercial shipping routes in the Red Sea and the Mediterranean.

Kaja Kallas warned of potential Russian-led escalations and hybrid attacks designed to intimidate European states and undermine support for Ukraine. In response, the EU is exploring an emergency security protocol to better combat and prevent such threats.

Other discussions focused on strategic autonomy and resilience. Francesco Macrì, president of Leonardo, highlighted the necessity of strengthening Europe's industrial and technological base to reduce dependencies in critical sectors. Additionally, Italian Undersecretary Isabella Rauti emphasized the importance of inter-agency and inter-force training, such as the 'total defence' model, to build resilience against cyber and cognitive warfare.
