Guinea-Bissau military blocks former President Umaro Sissoco Embaló's return

The military government of Guinea-Bissau has barred former President Umaro Sissoco Embaló from returning to the country, blocking his planned return on October 4. The High Military Command for the Restoration of National Security and Public Order stated that the decision was made following an assessment of the national security situation and is necessary to preserve public order and prevent instability.

Embaló, who has been in exile in Morocco since a military takeover in November 2025, announced his intention to return and run as a candidate in the presidential elections scheduled for December 6. He has called for calm among his supporters, urging them to avoid confrontations and respect democratic and legal frameworks.

Civil society organizations in Guinea-Bissau have expressed support for Embaló’s return but demand that he be taken into custody to face legal proceedings regarding alleged criminal responsibilities, specifically concerning the deaths of activist Vigário Luís Balanta and former security official Mamadu Tanu Bari. These groups are calling for independent investigations into those deaths.
